Royal Decree-Law No. VIII-2025-09
On the Governance and Proper Usage of the Crown Disbursement Card
Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa
WHEREAS, Articles 36 through 40 of the Constitution of the Kingdom of Navassa vest in The Sovereign the authority to manage, direct, and dispose of the economic and financial resources of The Crown, inclusive of The Crown’s property and the Privy Purse;
WHEREAS, Article 36 establishes that The Crown’s property is under the exclusive exercise of The Sovereign and is both inalienable and imprescriptible;
WHEREAS, Article 37 entrusts The Sovereign with the responsibility to manage and direct The Crown’s economic and financial policy;
WHEREAS, the confidence and respect of the Navassan people require that the disbursement of Crown funds be exercised with prudence, transparency, and unimpeachable integrity;
WHEREAS, it is expedient to promulgate uniform rules for the use of the Crown Disbursement Card and to publish such rules for the benefit of the Royal Household and the public at large;
NOW, THEREFORE, by Our Will and Authority, We do hereby Decree as follows:
Article 1 – Adoption of Guidelines
The document entitled “Crown Disbursement Card – Engagement & Usage Guidelines,” is hereby approved and shall have the force of Royal Household regulation from the date of this Decree.
Article 2 – Scope of Application
These Guidelines apply to all members of the Royal Family, Royal Household, and any person acting under Royal warrant or commission who is issued a Crown Disbursement Card.
Article 3 – Stewardship & Accountability
Cardholders shall observe the Guidelines.
Any misuse of the Card shall constitute a breach of royal trust and may attract sanctions including reimbursement, disciplinary action, or revocation of Royal warrant.
Article 4 – Oversight
The Secretariat of the Exchequer shall be responsible for implementing and supervising these Guidelines and shall report quarterly to the Privy Council.
Article 5 – Entry into Force
This Decree shall come into force on the date of its publication.
ARTICLE I – Adoption of Guidelines
The document entitled “Crown Disbursement Card – Engagement & Usage Guidelines,” dated 18 June 2025 and appended hereto as Schedule A, is hereby approved and shall have the force of Royal Instruction.
All members of the Royal Household, permanent and temporary, are bound by said Guidelines.
ARTICLE II – Authority & Oversight
The Secretariat of the Exchequer shall administer the Card programme, grant pre‑authorisations, and maintain transaction records.
The Secretariat of the Royal Household shall conduct quarterly reviews and present a consolidated report to the Privy Council.
ARTICLE III – Compliance & Sanctions
Any misuse of the Card constitutes a breach of fiduciary duty and shall incur—according to severity—mandatory reimbursement, suspension of privileges, or disciplinary action up to dismissal.
Serious or repeated violations shall be referred to the Privy Council for determination and possible public disclosure.
ARTICLE IV – Entry into Force
This Decree shall take effect immediately upon Our hand and Great Seal and shall supersede any prior instructions on Household expenditure inconsistent herewith.
