Her Majesty’s Chancellery

The Secretariat of the Crown (Secrétariat de la Couronne / Sekretarya Kouwòn nan) is the administrative and legal core of the Chancellery. It is responsible for the drafting and authentication of royal decrees, the maintenance of official records, and the coordination of royal communications across all departments. As the institutional memory of the Crown, the Secretariat of the Crown ensures continuity, legal integrity, and coherence in the exercise of sovereign authority.

The Secretariat of Relations (Secrétariat des Relations/Sekretarya Relasyon Ayo) connects the Kingdom of Navassa with local communities, fellow micronations, and macronational entities. It cultivates diplomatic partnerships, fosters intercultural dialogue, and works to advance Navassa's recognition and standing in the broader world. Through sustained engagement with external partners, the Secretariat ensures that the Kingdom's voice is heard and its values are represented beyond its own borders.

The Secretariat of the Exchequer (Secrétariat de l'Échiquier/Sekretaria Echikè) manages the financial resources of the Crown, overseeing the collection, administration, and disbursement of funds on behalf of the Sovereign. It maintains the Treasury of the Exchequer — the Crown's principal account — and ensures the transparent management of the Kingdom's fiscal affairs. The Secretariat submits an annual Civil List setting out the expenditure of the Crown, covering the costs of governance, programmes, and the Royal Household. Additional instruments of Crown revenue are currently in development.

The Secretariat of Civic Affairs (Secrétariat des Affaires Civiques / Sekretarya Afè Sivik yo) exists to serve the people of Navassa. It is the department of the Chancellery most directly concerned with the welfare of Loyal Subjects, encompassing advocacy, social justice, and community development. Through this Secretariat, the Crown translates its values into action — supporting vulnerable communities, advancing equitable outcomes, and ensuring that the Kingdom's programmes respond to the needs of those it serves.

The Secretariat of Education & Culture (Secrétariat de l'Éducation et de la Culture / Sekretarya Edikasyon ak Kilti a) is the steward of Navassa's intellectual and cultural heritage. It oversees the preservation of Haitian and Navassian cultural traditions, the administration of royal awards and cultural honours, and the development of educational initiatives that reflect the Kingdom's values and identity. The Royal University of Cap-Paradis, the Kingdom's foremost institution of learning, is currently in development under the auspices of this Secretariat.

The Secretariat of the Royal Household (Secrétariat de la Maison Royale / Sekretarya Mezon Wayal la) serves as the formal liaison between Her Majesty's Chancellery and the Royal Court. It coordinates the official calendar of the Crown, manages royal engagements and formal audiences, and acts as the principal channel through which petitions and correspondence reach the Sovereign. The Secretariat also oversees the administration of investiture ceremonies and maintains the records of the Royal Court, including appointments, honours conferred, and royal warrants issued.
