Privy Council
The Privy Council is the Kingdom’s principal body of counsel to the Sovereign.
The Privy Council is the Kingdom of Navassa's chief advisory and consultative body, providing expert counsel to the Sovereign on a wide range of state affairs. The Council ensures that legislative and executive priorities are harmonised under the ultimate authority of the Sovereign.
Throughout history, an advisory council has guided a Sovereign's governance. The Privy Council of Navassa continues that tradition, taking on expanded responsibilities that include direct consultation on legislation and ensuring the good governance of Crown officials.
Membership and Composition
Privy Councillors — Appointed at the Sovereign's pleasure, Councillors may include members of the Royal Family and Court, former officials, scholars, economists, and other experts in key domains.
Sovereign as Chair — The reigning Sovereign chairs the Privy Council by right. However, the Sovereign may appoint a President of the Council to preside in Her Majesty's absence.
Roles and Responsibilities
Advisory Function
The Privy Council reviews or submits proposals for new legislation, providing the Sovereign with thorough analysis and recommendations.
As the principal consultative forum, the Council offers guidance on matters of national policy, economic development, and the long-term welfare of the Kingdom.
Consultative Committees
The Privy Council, or designated committees thereof, may conduct inquiries, hold formal hearings, and present reasoned opinions on issues critical to the public welfare.
Specialised committees may be established or dissolved at the Sovereign's discretion to address emerging challenges.
Checks and Oversight
The Privy Council may summon Secretaries, Officers, and members of the Chancellery to explain their actions and performance, enhancing transparency and accountability.
With the express permission of the Sovereign, a designated Council committee may conduct impeachment proceedings against Officers and Secretaries of the Crown, subject to final confirmation by the Sovereign.
The Cabinet Council
Her Majesty's Most Loyal Cabinet Council is a select body of senior Privy Councillors appointed to provide collective oversight and counsel in the administration of the Kingdom of Navassa. Unlike traditional cabinets organised around individual ministerial portfolios, the Cabinet Council operates collegially. Its members do not hold separate departments or personal mandates. Instead, they are entrusted jointly with advising the Sovereign and overseeing the effective coordination, integrity, and continuity of Her Majesty's Chancellery. Chaired by the Queen herself, the Cabinet Council serves as a space for reflection, deliberation, and stewardship — existing to strengthen governance without fragmenting authority, and ensuring that executive power remains unified in the Crown, as affirmed by the Grand Charter of the Realm, while benefiting from the wisdom and experience of trusted advisors.
In essence, the Cabinet Council is not a government of competing offices, but a circle of confidence. It reflects Navassa's constitutional character: principled, restrained, and rooted in service rather than ambition.
Privy Council in Practice
Regular Assemblies — Convened at the Sovereign's pleasure to discuss national developments and strategic plans.
Public Reporting — Non-confidential updates are shared with the wider public to highlight the Council's recommendations and progress.
Coordination with the High Court — The Privy Council functions separately from the High Court of Navassa, which maintains judicial oversight in interpreting the Constitution and adjudicating disputes.
Decree-Laws — Royal Decree-Laws are published following consultation with the Privy Council, unless circumstances require otherwise.
While the Privy Council's remit is broad — encompassing legislative initiatives, executive oversight, and policy integration — the Sovereign ultimately holds final decision-making authority. This balance ensures that the Kingdom's traditions and continuity remain intact while benefiting from a modern, multifaceted advisory structure.
