Royal Decree-Law No. VIII-2025-10

On the National Flags of the Kingdom of Navassa

Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa


WHEREAS Articles 1 and 2 of the Constitution of the Kingdom of Navassa vest in The Sovereign the plenary authority to determine the national symbols of the Realm, and to regulate their manufacture and display;

WHEREAS a clear distinction between the emblems of the Crown and the banner of the People strengthens civic pride, maritime safety, and the dignity of the Crown;

NOW, THEREFORE, by Our Will and Authority, do hereby proclaim the following to have the force of law.:

ARTICLE 1 — DEFINITIONS

  1. “State Flag” means the national banner bearing the Royal Crown above the quartered arms of the House of Navassa, upon a field of azure-white-azure, in the proportions and colours defined hereto.

  2. “Civil Flag” means the national banner identical to the State Flag save that the Royal Crown is omitted.

  3. “Public Authority” includes the Crown, the Government, the Armed Forces, Diplomatic Missions, and any vessel, aircraft or vehicle commissioned in the service of the Realm.

ARTICLE 2 — ADOPTION

  1. The designs set out in Annex A are hereby adopted as the official flags of the Kingdom of Navassa.

  2. The State Flag shall rank immediately after the Royal Standard in the order of precedence of national emblems.

  3. The Civil Flag shall be recognised as the symbol of the Navassian people at home and abroad.

ARTICLE 3 — EXCLUSIVE USE OF THE STATE FLAG

  1. The State Flag may be flown only by a Public Authority, or by persons expressly authorised by the Crown.

  2. Any reproduction of the State Flag for commercial or private use is prohibited without a Royal Warrant.

  3. The Crown may revoke authorisation for misuse or degradation of the emblem.

ARTICLE 4 — CIVIL FLAG RIGHTS

  1. The Civil Flag may be flown by any natural or legal person as an expression of allegiance to the Kingdom, subject to this Act and to any regulations issued hereunder.

  2. No person shall superimpose the Royal Crown upon the Civil Flag without prior written licence from the Secretariat of State.

ARTICLE 5 — SPECIFICATIONS & MANUFACTURE

  1. Precise dimensions, Pantone / CMYK colour values, and additional guidelines shall be published in the Royal Gazette within ninety (90) days.

  2. For sewn or embroidered State Flags, the Royal Crown may be rendered in flat gold without shading; jewelled detail is reserved to printed or ceremonial versions.

  3. Simplified “small-scale” renditions (e.g. lapel pins, digital icons) may omit the crownlets atop the shells, provided the overall design remains recognisable.

ARTICLE 6 — PROTECTION & PENALTIES

  1. Intentional defacement, destruction, or disrespect of either Flag within the Realm is an offence punishable under the law.

  2. No person, unless given express permission by The Crown, shall not produce counterfeit or improperly labelled flags.

ARTICLE 7 — TRANSITIONAL PROVISIONS

  1. Banners in use prior to the entry into force of this Act shall be replaced within twelve (12) months. Public Authorities may continue to fly compliant predecessors until replacement.

  2. Diplomatic Missions shall receive new sets of ensigns by courtesy of the Secretariat of Relations within six (6) months.

ARTICLE 8 — ENTRY INTO FORCE

This Royal Decree-Law enters into force immediately.


BY OUR HAND AND SEAL, THIS ROYAL DECREE-LAW IS HEREBY ENACTED ON THIS TWENTY-EIGHTH DAY OF JUNE, IN THE EIGHTH YEAR OF OUR REIGN.
