On the Institution and Appointment of the Bernadine Casseus Transgender Laureate
Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa
Preamble
CONSIDERING that the Kingdom of Navassa, in its devotion to dignity, justice, and the flourishing of all peoples, recognizes the need to uplift and honor the voices of transgender persons who, through their resilience and artistry, illuminate the human spirit;
ACKNOWLEDGING the life and legacy of Bernadine Casseus, whose courage and vision have become a beacon for generations of transgender Navassians and peoples abroad;
DESIRING to establish an enduring honor through which the Kingdom shall annually elevate one such person to serve as a voice of creativity, leadership, and advocacy;
THEREFORE, with the advice of the Royal Chancellery and in full accord with the will of the Crown, it is decreed as follows:
NOW, THEREFORE, be it decreed the following:
Article I — Short Title
The dignity and office of Bernadine Casseus Transgender Laureate is hereby instituted within the Kingdom of Navassa.
The Laureate shall be styled in all formal writings and ceremonies as: “Transgender Laureate of the Kingdom of Navassa.”
Article II – Appointment
The Bernadine Casseus Transgender Laureate shall be appointed annually by Royal Proclamation, upon the recommendation of an Advisory Committee of the Bernadine Casseus Transgender Laureate, by express authority of the Privy Council, or by Royal Warrant.
The Laureate shall hold the dignity for one year from the date of appointment, unless otherwise determined by Royal Prerogative.
Article III – Duties and Privileges
The Laureate shall serve as an ambassador of transgender artistry, resilience, and visibility, both within the Navassa community and beyond.
The Laureate shall be entitled to bear the medal of the dignity, struck under the authority of the Crown.
The Laureate shall receive a grant, funded by the Transgender Laureate Fund, for the duration of their tenure.
The Laureate shall be named in the official registers of the Kingdom and accorded ceremonial precedence as determined by the Secretariat of the Royal Household.
Article IV— Entry into Force
This Decree-Law shall enter into force immediately upon its digital publication in accordance with Article 66(5) of the Grand Charter.
