Royal Decree-Law No. VIII-2025-19

On the Renaming of the Secretariat of State to the Secretariat of the Realm

Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa

Preamble

WHEREAS, Article 2(2) of the Grand Charter of the Realm (henceforth, “The Grand Charter”) grants The Sovereign dignities and prerogatives as executive head;

WHEREAS, Article 66 of The Grand Charter grants The Sovereign authority to grant governance to a Secretariat of Her Majesty’s Chancellery and delegate portfolios to Secretaries of the Crown;

WHEREAS, Article 67 if The Grand Charter grants The Sovereign the authority to form or dissolve a Secretariat of Her Majesty’s Chancellery;

NOW, THEREFORE, be it decreed the following:

Article I – Renaming of the Secretariat

The body heretofore known as the Secretariat of State is henceforth renamed the Secretariat of the Realm.
All rights, duties, responsibilities, and prerogatives formerly vested in the Secretariat of State shall now rest in the Secretariat of the Realm without interruption or diminution.

Article II – Authority and Mandate

The Secretariat of the Realm shall remain within the jurisdiction of Her Majesty’s Chancellery.
It shall serve as the principal instrument of the Crown for the internal governance, stewardship, and domestic affairs of the Kingdom of Navassa.
The Secretariat shall preserve and execute all laws, decrees, and ordinances pertaining to the order, welfare, and patrimony of the Realm.

Article III – Continuity of Service

All officers, ministers, and agents presently in the service of the Secretariat of State shall continue their functions within the Secretariat of the Realm.
All official seals, titles, and insignia bearing the style “Secretariat of State” shall, upon publication of this decree, be altered to read “Secretariat of the Realm.”
