Instituting of Her Majesty’s Most Loyal Cabinet Council


Preamble

WHEREAS, the Grand Charter of the Realm of Navassa affirms that all executive authority of the Kingdom is vested in the Sovereign, exercised personally or through such councils, officers, and bodies as the Crown may lawfully establish in service to the Realm;

WHEREAS, the Grand Charter further provides for the creation of advisory and administrative organs of state to assist the Sovereign in the execution of governance, continuity of administration, and stewardship of the public good;

WHEREAS, it is deemed fitting and expedient to formalize a collective body of senior advisors to assist in the oversight, coordination, and integrity of Her Majesty’s Chancellery, while preserving the unified executive authority of the Crown;

NOW, THEREFORE, by Our Royal Will and Authority, do hereby Decree and Enact as follows:

Article I — Establishment of the Cabinet Council

  1. There is hereby instituted a body to be known as the Her Majesty’s Most Loyal Cabinet Council (hereafter, “Cabinet Council”).

  2. The Cabinet Council shall consist of select members drawn from the Privy Council of Navassa, appointed by the Sovereign at Her pleasure.

  3. Membership in the Cabinet Council shall not confer individual ministerial office, portfolio, or departmental command.

Article II — Purpose and Collective Charge

  1. The Cabinet Council shall serve as a collective advisory and supervisory council, charged jointly with:

    • Oversight of the general functioning, coordination, and integrity of Her Majesty’s Chancellery;

    • Advising the Sovereign on matters of administration, policy coherence, and institutional stewardship;

    • Ensuring continuity, prudence, and alignment with the principles of the Grand Charter in the execution of executive affairs.

  2. The Cabinet Council shall act collegially, and no member thereof shall exercise unilateral executive authority by virtue of membership alone.

Article III — Chairmanship and Authority

  1. The Sovereign shall serve as Chair of the Cabinet Council, presiding over its deliberations and determining its agenda.

  2. All authority exercised by the Cabinet Council shall remain derivative of, and subordinate to, the Sovereign, in accordance with the Grand Charter.

  3. The Chair may invite additional Privy Councillors, officers of state, or subject-matter advisors to attend meetings as circumstances require.

Article IV — Proceedings and Customs

  1. The Cabinet Council shall meet at such times and in such manner as the Sovereign may determine.

  2. Its proceedings shall be consultative in nature unless expressly empowered otherwise by Royal Decree-Law.

  3. The internal customs, forms, and procedures of the Cabinet Council shall be guided by precedent, discretion, and the dignity befitting the Crown.

Article V — Relation to the Privy Council

  1. The Cabinet Council shall constitute a select body within the broader Privy Council, without supplanting or diminishing the authority, dignity, or advisory role of the Privy Council as a whole.

  2. Service upon the Cabinet Council shall be considered an extension of Privy Councillor duties and obligations.

Article VI — Commencement

This Decree-Law shall take effect immediately upon its promulgation and shall remain in force unless amended or repealed by subsequent Royal Authority.


BY OUR HAND AND SEAL, THIS ROYAL DECREE-LAW IS HEREBY ENACTED ON THIS SEVENTEENTH DAY OF DECEMBER, IN THE NINTH YEAR OF OUR REIGN.
