Promulgating the Assent of the 2026 Civil List and Authorizing Withdrawal from the Privy Purse


Preamble

HAVING REGARD to the Grand Charter of the Realm, including Articles 37–40 respecting the administration of the Crown’s financial policy, the promulgation of the annual budget by Royal Decree-Law, and the financing of any deficit including by recourse to the Privy Purse, and Article 83 affirming the Sovereign’s final authority in acts and decrees;

AND WHEREAS the Civil List constitutes the annual budget for the management of the Crown’s financial resources and the operation of the Crown’s offices and instruments;

AND WHEREAS expenditures for the operation of the Crown for the fiscal year ending in 2025 totaled N£189,920, and provision is hereby made for their financing from the Privy Purse consistent with the Grand Charter;

NOW, THEREFORE, We do hereby decree and enact as follows:

Article 1. Assent to the Civil List

  1. Royal Assent is hereby granted to the Civil List for the fiscal year ending in 2026, as submitted for the management of the Crown’s financial resources and the operation of the Crown.

  2. The Civil List so assented to shall be promulgated and take effect upon the date of this Decree-Law, subject to lawful administration and accounting by the competent instruments of the Crown.

Article 2. Approval of N£189,920 from the Privy Purse

  1. Approval is hereby granted for the withdrawal and application of N£189,920 from the Privy Purse to finance and settle the Crown’s operational expenditure obligations referenced in the Civil List accounts.

  2. Such withdrawal is authorized pursuant to the Grand Charter provisions governing deficits and the Sovereign’s private income (Privy Purse) as a financing source at the Crown’s discretion.

Article 3. Additional Funding by Successive Royal Decree

  1. Should any additional funding be required beyond the sums herein approved in order to maintain ongoing operations or meet unforeseen needs within the fiscal period, such further sums shall be drawn from the Privy Purse only by a successive Royal Decree-Law specifying the amount and purpose.

Article 4. Execution and Publication

  1. The appropriate officers and instruments of the Crown are hereby directed to give effect to this Decree-Law, including the necessary transfers, recordkeeping, and reporting consistent with the Crown’s financial administration.

  2. This Decree-Law shall be published digitally in accordance with the Grand Charter’s requirements respecting publication of Royal Decree-Laws.


BY OUR HAND AND SEAL, THIS ROYAL DECREE-LAW IS HEREBY ENACTED ON THIS FIFTH DAY OF JANUARY, IN THE NINTH YEAR OF OUR REIGN.
