Royal Decree-Law No. VIII-2025-14

Establishing the Office of Her Majesty’s Most Loyal Subjects

Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa


Preamble

WHEREAS, Article 2, §4 of the Grand Charter, which vests the Crown, as Fount of Honor, with the prerogative to confer orders, titles, and other distinctions;

WHEREAS, Article 7, which authorises the Crown to grant the status of Her Majesty’s Most Loyal Subject of the Kingdom of Navassa “by such instruments as the Sovereign deems appropriate”;

WHEREAS, Articles 66–68, empowering the Sovereign to delegate governance to Secretariats, form offices beneath them, and appoint Secretaries and Officers in the Sovereign’s name;

Article I – Establishment

  1. Under the direct authority of the Secretariat of State, there is constituted an organ styled the Office of Her Majesty’s Most Loyal Subjects (“the Office”).

  2. The Office shall be a permanent division of the Secretariat, answerable to the Secretary of State and, ultimately, to The Crown.

Article II – Purpose & Competence

  1. Administer applications for recognition as Her Majesty’s Most Loyal Subject of Navassa and issue the corresponding certificates and insignia;

  2. Maintain and safeguard the Rolls of Loyal Subjectship, whether physical or digital;

  3. In exercising these functions, the Office shall act pursuant to Article 7 of the Grand Charter and any subsequent Royal Decree-Law governing rights, dignities, or privileges of Loyal Subjects.

Article III – Hierarchy of the Office

  1. Principal Registrar of Loyal Subjects – Head of the Office and senior officer of record;

  2. Clerk of the Royal Rolls – Custodian of all registers and archival material;

  3. Deputy Registrar for Subjectship & Honors – Manages applications, correspondence, and issuance of certificates;

  4. Herald of Welcome – Conducts ceremonial communications and public proclamations;

  5. Scribe to the Crown for Subjectship – Drafts formal texts, scrolls, and decrees;

  6. Archivist of Subjectship – Preserves historical documents and memorabilia.

Additional officers may be appointed by warrant of the Secretary of State, consistent with Articles 66–68 of the Grand Charter.

Article IV – Seal & Style

  1. The Office is empowered to bear its own seal: the Royal Arms of Navassa encircled by the legend “In Fidelity, Unity, and Service — Navassa.”

  2. Formal style for all documents shall be:

    Office of Her Majesty’s Most Loyal Subjects
    Secretariat of State – Kingdom of Navassa

Article V – Entry into Force

This Decree comes into effect immediately upon publication in the Royal Gazette and shall be digitally promulgated within seven (7) days in accordance with Article 66, §5 of the Grand Charter.
