Establishing the Navassa House Centres (NHCs) under the Secretariat of Relations
Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa
PREAMBLE
WHEREAS, Article 2, sections 2-5 of the Grand Charter of the Realm (hereafter, “Grand Charter”), which vest executive and honorary authority in the Sovereign;
WHEREAS, Article 9 of the Grand Charter, which empowers the Crown to conduct external relations and conclude international agreements;
WHEREAS, Articles 66 & 67 of the Grand Charter, which permit the formation, delegation, and expansion of Secretariats by Royal Decree-Law;
WHEREAS, Article 83 of the Grand Charter, which affirms the residual royal prerogative in all matters not otherwise regulated;
Recognising that these provisions collectively authorise the creation, funding, and international operation of cultural-diplomatic institutions, and determined to amplify Navassa’s story, mission, and efforts abroad while partnering with host communities to foster community support;
WE, MARIE-ADÉLINA I, Queen of Navassa, do hereby decree and ordain as follows:
Article 1 – Creation
Navassa House Centres (NHCs), or are hereby instituted as overseas field entities of the Kingdom of Navassa.
Each NHC reports to the Secretariat of Relations.
Article 2 - Legal Form
An NHC shall register as a non-profit social, cultural, and/or educational foundation (or equivalent) under host-country/state law.
No person attached to NHCs receives diplomatic status, titles, recognition, or immunity from macronational entities.
Article 3 - Mandate (“Navassa House Model”)
Every NHC shall serve simultaneously as:
Cultural Lighthouse, to curate digital and travelling exhibitions, performances, and study collections that preserve & celebrate Navassa; Navasso-Haitian arts and craftsmanship, and Haitian heritage.
Learning Hub, to offer opportunities for the public to learn more about Navassa, in addition to public lectures, language courses (Haitian Creole, French), artist & scholar residencies, children’s storytelling hours, and accredited short courses in various studies related to the Kingdom of Navassa, micronationalism, and/or Haiti.
Community Platform, to offer and collaborate on programmes with local NGOs and community-focused initiatives, up to and including free breakfasts, pop-up health clinics, legal-aid days, literacy & STEAM “Future Labs,” safe-passage patrols for elders & students.
Commerce Connector, to offer commerce pop-ups, trade-matchmaking sessions, and investment forums.
Delegation Office, to offer paraphernalia, promote the micronation, and, where possible, provide emergency assistance.
Advocacy & Partnership Node, to host dialogues, film nights, and policy round-tables amplifying the Kingdom’s agenda and human-rights commitments, while forging partnerships with universities, museums, cooperatives, and private-sector allies in the community.
Article 4 - Strategic Reporting
Centres shall file a Quarterly Navassa House Dashboard providing overall services and updates.

Associate Liaison
Article 6 - Training & Honour
Staff must complete the Navassa House Academy.
Graduates are invested as Members of the Most Compassionate Order of the Rose.
Additional considerations for Honours may be considered upon reaching milestones (work anniversaries) or retirement.
Article 7 - Budget
Establishment and operating expenses constitute a dedicated programme line within the Secretary of the Exchequer’s annual budget.
The Secretary of Relations must submit the Quarterly Navassa House Dashboards to the Privy Council within ninety (90) days of entry into force.
