On Granting to The Crown a Yearly Sum for the Service of Her Majesty’s Chancellery and Other Uses

Issued under the Authority of Her Majesty Marie-Adélina the First, Sovereign of the Kingdom of Navassa


Preamble

Whereas Article 2, Section (2) of the Grand Charter entrusts the Sovereign with the prerogative to issue Royal Decree-Laws for the good governance of the Realm;

Whereas Article 6 of the Grand Charter establishes the currency and financial instruments of the Kingdom, requiring sound regulation of revenues and disbursements;

Whereas the provisions regarding the Exchequer Budget have proven unsuited to the present and future financial administration of the Crown;

Therefore, We do hereby ordain the following Civil List Act of 2025, to provide lasting stability, dignity, and splendor to the Crown.

Article 1 — Abrogation of Prior Provisions

All provisions of the Grand Charter and subsequent enactments relating to the Exchequer Budget are hereby repealed and replaced by the present Civil List Act of 2025.

Article 2 — Establishment of the Civil List

  1. Pursuant to Article 2 of the Grand Charter, a Civil List is hereby established to provide for the annual expenses of the Crown.

  2. The Civil List shall be funded through a yearly grant from the Privy Purse, as approved by Royal Assent at the opening of each fiscal year.

  3. This grant shall constitute the official annual budget of the Crown, separate and distinct from other revenues or assets of the Kingdom.

Article 3 — Scope of the Civil List

The Civil List shall cover, but not be limited to:

  • (a) The expenses of the The Crown in accordance with Articles 19–24 of the Grand Charter;

  • (b) The maintenance of the dignity, representation, and ceremonial life of the Crown;

  • (c) The upkeep of Royal offices, institutions, and honours;

  • (d) Salaries, stipends, or allowances of officers of the Crown;

  • (e) Official charitable or cultural activities undertaken in the name of the Crown.

Article 4 — Management and Oversight

  1. The Secretariat of the Exchequer, acting under the authority of the Sovereign, shall oversee the management of the Civil List.

  2. Annual accounts shall be rendered to the Privy Council for confirmation and entered into the Royal Gazette, in accordance with the transparency obligations implied under Article 6.

  3. The Civil List shall not be altered or interfered with by any external authority save the Sovereign and Privy Council.

Article 5 — Continuity and Supremacy

This Act shall supersede all prior provisions regarding the Exchequer Budget and shall take immediate effect upon its promulgation in the Royal Gazette, pursuant to Article 2(2) of the Grand Charter.
